Do you need a tour for Fushimi Inari Taisha?
Nobody sells entry. What they sell is the hour, and the distance between sights.
No. You need a train ticket. The JR Nara Line runs from Kyoto Station to Inari in about five minutes for roughly a dollar, the shrine entrance is opposite the station exit, and there is nothing to book, queue for or pay at the gate. If Fushimi Inari is the only thing on your list today, that is the whole answer and you should keep your money.
So why does anyone book a tour? Two reasons, and they are both about things a train ticket cannot buy.
The first is the hour. The crowd at Fushimi Inari arrives at about eight in the morning and does not thin until late afternoon, and between ten and three the famous stretch is a queue moving at walking pace. Getting there before that means being out of your hotel at six, and a tour that is built around an early start does that organising for you — with somebody who knows exactly which part of the mountain empties first.
The second is geography. The three things most first-time visitors want from Kansai — the torii tunnels, the tame deer at Nara, the bamboo at Arashiyama — are spread across two cities and an hour of trains in each direction. Doing all three yourself in one day is possible and consumes the entire day in logistics.
